Permissions is available under Administration -> Permissions
The Permission section allows the administrators to manage the access to the User Interface of the program.
To simplify the process, the permissions are at a group level. To give permissions to a certain user, you have to just add the user to the group - Assign Users to Groups
How to change group permissions
1. Select the group in the left list. On the right panel will appear all the appear all the available User Interface permissions. Those that are allowed are checked
2. Check or uncheck the check boxes so they match your wanted configuration
3. The applied permissions will be enforced on the next login of the implied users
